LVL X vs. Amnesia

Say somebody uses Amnesia on my Electivire's only attack. Then following that, I LVL X Electivire to get rid of the effects of Amnesia. Does this work?

Leveling up is in many ways like evolving. If you level up a Pokemon, it removes effects like Amnesia. The Electivire LvX will be able to use the attack that Amnesia was effecting prior to leveling up.
