Magmortar Lv.X's Flame Bluster

Dear Rules Team, (a,k.a. Masters)

Set up:
I have a Heatran Lv.X and a Magmortar on my bench. A Magmortar Lv.X in the active position. During my last turn I used Flame Bluster for my attack. On this turn I use a switch and level up the other Magmortar.

Questions:
1. Can I use the Flame Bluster again since it is a different active Magmortar Lv.X?

2. Does Magmortar Lv.X's poke-power Torrid Wave work with Heattran Lv.X's poke-body Heat Metal to put three damage counters between turns?
