If Magnezone Prime uses Lost Burn while confused, would the energy be put in the lost zone, even if the confusion flip is tails, or would it remain a part of the attack that is cancelled due to the confusion? Would the ruling be the same if the player declared how much damage they wished to do?

Every part of the attack is cancelled by the failed confusion flip. This cancellation is not affected by declaring damage, since he can't attack until the confusion check is complete.
