Wally is not that great and professor elm is better. The reason being is wally is just for your active pokemon and with dunsparce now you normally evolve your pokemon on the bench, and wally just makes it evolve faster for a 2 stage evolution where you have the second stage in your hand. Also a better combo then that is just using rare candy on the pokemon that way you can use elm to search for stage 2 and just rare candy a basic for stage 2 pokemon 2nd turn.
