My deck has a weird name but it'll do, here's what's in it, and tell me if it's good for regionals, if not tell me what to change so it is:
    22 Pokemon

    3-3-1 Electivire X
    2-2 Raichu (MT)
    1 Minum (SW)
    1 Raiku (SW)
    3 Pachi
    3-3 Manectric

19 Trainers (seems like a lot actually)

    3 Felicity's Drwing
    1 TV Reporter
    1 Steven
    2 Galactics Wager
    1Roseannes
    4 Dusk Ball
    4 Energy Removal2
    2Amulet Coin

    19 :lightning Energy

Strategy: Start with Pikachu or Pachi,if Pachi keep a steady setup, then get KO'd,draw 2 cards,, if Pikachu (PK), Use Felicities, get energys discarded, then charge Pikachu, (While Doing this seting up bench) Get a Raichu on Pikachu and power up bench , if Raichu is threatened power it up and explode thunder, then power electivire with discarded energys, and draw 2 cards when Raichu is discarded, Then send out out Electivire, go X retreat, power up Vire go to Manectric, KOd, go to Vire or Vire X Power up another Manectric, Goes on for a long while.

... a few problems... although I'm not sure what you should add, I do know what's wrong:

too many pokemon and evolution lines
    not enough trainer cards
they could snipe your bench while pachi's out (the smart thing to do) instead of killing it
tv reporter should be replaced with oak's visit unless you want to discard cards...
and there's just something wrong with energy removal 2....

how bout -4 Energy Removal 2 + 2 SSU +1 TV REPORTEER +1 Felicity, ( Pachi can retreat you know)

The thing that is wrong about energy removal 2 is that you have to flip a coin in order to take effect.
And yes, there are indeed WAY to many pokemon in this deck.
I'd cut back the amount to add trainers.
Also remove Amulet Coin, you don't have pokemon that will last long enough to draw several cards.

And what Manetric and Electivires are you using? From which sets are they?

    SW Electivires
    MT Manectrics

    ER2 Saved me in states

And pokemon are fine, Pachi makes 5 out second turn, gets KOd, draw 2 cards

    -2 Amulet coin + 2 Reporter

-1 SW Vire and + 1 DP Vire
-5 :lightning and + any kind of basic energy.

P.S. Have you checked the link in my sig?
It shows how you can play with Elective and do around 120 damage each turn.

Because once you attack with the SW Vire, you will be stuck for 3 turns before he can attack. So okay, he retrieve 1 one basic :lightning energy but that is not fast enough. His attack is also verry tricky since you have to flip in order to do damage. You also have no way of moving energy's around so it hurts your deck alot.

Also, don't attach special energy like DRE to pokemon that have you throw away attached energy's in order to attack since that will ALWAYS include DRE and a working Scramble.

If you look at it like that, it's kind of a dull card with only a small chance to do actual damage and takes far to long to recharge.

i use vire SW's attack everry turn by attack every turn by attaching 2 energies non-lightning ,but then again u only get one flip

That is just the reason why I think it should stay the bench, using Motor Drive to charge other pokemon. Namenly Vire DP ofcourse.

The risk of doing no damage is just not worth it. Especialy with so many killer cards around.

I'm using Vire as a one hit, then X for 50 then, big hit, 50 etc., and Manectric is the big hit anyway!

    Raichu 0 energy
    Vire 2 Next turn 6 Manectric 3 VireX 2
