After doing a bit of research, I find that Jirachi's Ability has been printed before, on Lapras from Legend Maker, which was *not* an ex(and was in a metagame with the Holon Supporters)

I'm all in favour of trying to reduce the average power level, but putting that ability on a Pokemon that gives up 2 prizes, and has only 10 HP more...

To be fair, the exact nature of the game can change a card's usefulness substantially. Pokémon Reversal and Energy Switch debuted in the e-card era... look how long it took for them to become important?

Having seen the kind of havoc a fully powered Plasma Tornadus EX can reek, I think Porygon Z stands a chance. (at least for that combo)

The catch isn't getting four Energy onto a Tornadus EX [Plasma]; while challenging it can be done. The trick is getting it all back once that Tornadus EX [Plasma] goes down. Still, I may have misjudged; perhaps with a Thundurus EX up front to get the Plasma Energy back into play between copies of Tornadus EX [Plasma].
