Say my opponent has 2 Garchomp C LV.X inside of their Lost Zone, Can I Dragon Rush with my Mew Prime and then next turn Dragon Rush again declaring i'm using the other Garchomp C LV X?

No, because Garchomp C didn't do the attack. Mew did. And Mew can't use that attack two turns in a row per the attack text.

Remember, when you copy an attack, you replace self references with the name of the Pokemon that is doing the attack.
