Mewtwo EX's X-Ball Clarification

For X-Ball, does double colorless energy count as 2 energies or just one?
And if I attach a muscle band to my Mewtwo EX, does it become 40 first and then multiply the attack or 20 multiply by energy no. and then add 20 damage?

DCE counts as 2 Energy.
Check if an attack looks for "Energy" or "Energy cards".

You apply effect on the attacking Pokemon (such as Muscle Band) after all damage calculations and before Weakness & Resistance.

So, you would do the calculations of 20x the number of energy and then add 20 to that total.
