Here's a more fun sort of deck I tossed together using no rare cards.
So it could be a "budget" deck.

Since I have the old Diamond & Pearl sleeves that feature Lucario, I made a deck with him in it.

Feel free to make suggestions, just be aware that I don't have that much $.
I do have some other Lucario & Mienshao so if they are better suited let me know.

Pokemon:

3 Riolu (Kick/Feint)
3 Lucario (Kick/Mach Cross)
3 Mienfoo (Steady Punch)
3 Meinshao (Haul In/Meditate)
3 Sawk (Kick of Righteousness/Low Sweep)
3 Throh (Freestyle Strike/Shoulder Throw)

Trainers:

3 Silver Mirror
3 Colress
3 Pokemon Catcher
3 Random Reciever
3 Silver Bangle
3 Switch
3 Rocky Helmet
3 Ultra Ball
3 Professor Juniper
3 Cheren

Energy:

12 Fighting

Strategy: Basically get out a big fighting Pokemon and pound on your opponents Pokemon.
With Lucario or Sawk being the heavy hitters, the other two are back up.
 
If it's only fun you want, then you will have it. But only that. There's no acceleration, just some damage boost by silver bangle. so it shall be no harm to most decks out there. Maybe you will get advantage against Darkrai if Lucario comes out to play soon, or if you face Thundurus/Absol. This Mienshao you list is not good. Take the other which discards a random card from the opponents hand. Also, use the right Lucarios: theres's a promo one that has an ability that let you draw 2 cards as you evolve riolu from your hand. And there's the good Dual Armor Lucario, which can be used with Blend WLFM and get 2 types instead of one (Fighting and Metal), with a VERY GOOD attack (1 fighting, 2 colorless, 60 + 30 for each prize your opponent took - with bangle it destroys Darkrai in turn 2, and damage Kyurem PLF really badly). You don't need Rocky Helmet and you MUST improve your line of supporters on behalf of not getting stuck all the time.

Think about it ;D.
 
I like what mariosss says. I would change the Lucarios and lose the whole Meinshao line for my draw support.

I have 1 of the Lucario that does damage when you attack it, and one of the Metal/Fighting one you mentioned.
Though both are rare, and I was trying to keep this as a no rare deck.

I have 2 of that Mienshao you mentioned, and 3 of the one with High Jump Kick (2 Fighting for 50).

I could see if I can trade something for the other cards.\
I have 2 N, and 1 Bianca to fill in for trainers.
 
So I built a deck on PTCGO with those Lucario & Mienshao you mentioned.
Plus some better trainers.

I only played a couple games (3-4) mostly against either random expert level computer opponents, or novice player vs player.
Vs the computer it did OK, but against a real person it got beat.
Though that person seemed to have a Blastoise deck.

Will see how it goes next week at actual league.
Then decide if its worth keeping together.
 
As I said: it's not a competitive deck. You shall have fun, but only that, nothing more.

Keep the deck for league purposes. Sometimes it's very fun to play with those type of decks.
 
I already have a Halloween themed "fun" deck.
As well as that "training deck" I built to help teach the game to the kids.
