Silver Wind
During your next turn, if an attack does damage to the defending Pokemon (after applying Weakness and Resistance) that attack does 40 more damage.

Is this effect on the next attack or the defending Pokemon? Would Silver Wind be prevented by cards such as WP Energy or smiliar effects? Would a Warp Point clear the effect of Silver Wind?

The effect resides on the Defending Pokemon. You can tell because it mentions the Defending Pokemon and also it is "after W&R" which indicates an effect on the defending Pokemon.
Since it is an effect placed by an attack, Holon WP would prevent it.
If the Defending Pokemon were to go to the bench, it would also clear the effect.
