Mr. Mime vs. New rulings

Whenever an attack (including your own) does 30 or more damage to Mr. Mime (after applying Weakness and Resistance), prevent that damage...

My question is this. Would Mr. Mime's power cancel the effects of the new Confusion ruling, even if weakness and resistance is applied due to the fact that its has a Psychic weakenss?

The new Confusion ruling states to "place three counters" rather than "do 20 damage" if the check for Confusion fails. Since placing counters is not the same as doing damage, you do not apply Mr. Mime's self-weakness to Psychic.
