No, you're thinking of the Where On Earth Is Carmen Sandiego? cartoon from FOX, I'm referring to Where I'm referring to to the PBS game show Where In the World Is Carmen Sandiego? that only had small animated elements. Both wonderful shows in their own right.

However, you did mention two TV/Movie Themes based on Computer/Video Games involving nefarious crime organizations who steal a lot. ;)
