First of all you have...lemme see...four evolution lines. Two is my preference, but three is okay. First choose two and then redesign your deck around those, then I'll take a look at it.
 
I take it this is just a suped up Salamance deck???

if so, it needs more Suping (is that a word?)...

This was an idea by Gloom of PokemonZeo, so I will not take any credit here... it looks pretty decent, and builds off of the starter deck. Although, since Delcatty is hard to get, I would suggest just inserting Camarupt or another easy to aquire Fire type to fit the deck (W/R). here is an easier to acquire fix

Maybe consider SS Arcanine... he is pretty good, status plus solid attack. I would also switch Salamce for Holo ones if possible... if you manage 2 or all 3 holo ones, then consider -1 of each NRG for 2 Warp NRG....

Spectron, if you look closely you're three cards short. You typed 22 trainers and there are twenty, and 14 plus 23 plus 22 equals 59, so let's ditch the fisherman, add one dunsparce, then fix the nrg:7 Fire, 6 Water, 2 Rainbow 2 Multi. Adds up to sixty cards. Good fix though, Spectron.
 
I would keep Fisherman.... yeah, I lost my count... and I didnt even change count from above copy/paste, so counts stayed the same..... even though they werent.... But yeah... good, cheap fix
