Kingdra is difficult to improve apon I dont see how splitting your focus can possibly help but I do clearly see how it hurts.

3 Luxury balls? Not the best approach try 1.

Take out Buck's, it's not worth the space--Run more W Energy & less Psychic--Add 4 PokeDrawer+ if you haven't already tried it. Maybe [1-0-1] Dusknoir.
