My Nats deck - Needs a LOT of Help

Okay, here are my plans for Nats. I don't have a lot of money right now, so please try not to suggest anything really expensive.

2 Skuntank G

10 Supporters

4 Power Spray
4 Energy Gain

2 Lv. Max
2 Premier Ball
22 Trainers

2 Snowpoint Temple
2 Galactic HQ
1 Sunyshore City Gym
5 Stadiums

37 T/S/S

7 Lightning Energy
3 Psychic Energy

Strategy: Start the beatdown with Luxray. Toxicroak helps against Psychic-weak matchups. Skuntank poisons them, giving me extra damage a turn. Dialga is for body lock. Blissey is to heal bench damage.

1 question though. Would the new Promo Toxicroak G also fit in the deck?

I know the deck is really bad, and I know it will be hard to have everything fit into my price range ($200). Please help, I really would like to use the deck.

I've not seen Luxray GL Lv.X. That said...

Do any of these Pokemon help you get cards?
Do any of these Pokemon enable you to attach more than energy per turn?
How many of these Pokemon will do something if you have to play it as your starting Pokemon?

I think you may find yourself lacking cards mid game a high percentage of the time.

I'm kinda going for a semi-donk Luxray. It can hit for 70 T2, or, with a bit of luck, 60 T1.

How do you plan on setting up your Claydol, Blissey or Dialga G X if you run no tutor for them? (SP Radar might tutor the DGX).

I have no idea what you mean by tutor. Do you mean like cards that search for them?

If so, what do you suggest I take out?

Well, I'm fairly new, but I think you have to have legal cards for this format at Nationals. And I see a few cards that aren't legal in Modified. But I could be wrong.
