I recommend that you drop one Mightena PT for one Mightyena LA. This tech Mightyena gives you a fighting chance against Dialga, because if they level up to shut off your bodies, you can switch up a benched pooch, evolve to the tech Mighty, and use Bite On to stall it out and kill it. This works best if they have an energy gain, meaning they can't attach Unown G to protect it, forcing them to give up a prize and have their Lv. X die or use a Poke Turn to save it. Even if they use a Poke Turn to save their Dialga, a) you've shut off their body for the time being unless they can level up instantly, meaning you can swing with the good Mightyena, and b) even if they can level it up instantly, you've bought yourself time to hopefully charge up your main Mightyena. Also, Mightyena LA can hit for respectable damage for 2 energy with Harass. I will probably post more changes to the list later.

Okay, here goes my attempt at improving this list. Do not be offended if I make a lot of changes. I'm just trying to help you out so you can do your best at regionals with an awesome deck.

Might as well start here. First off, as previously mentioned, I strongly recommend dropping one Mightyena PT for Mightyena LA. Secondly, this needs some draw power in a serious fashion. You really need 2-2 Claydol, and possibly some Uxie, as these both help you both very early on so you can start swinging for 80+ with your Mightyena. Toxicroak is a good option. I personally don't run any, but that's up to you. However, I think just two should suffice, as Mightyena is better in basically every situation I can think of. Honchkrow also seems decent, giving you the sniping power to finish off wounded attackers or to help snipe Uxies/Claydols etc. Optionally, you could drop the two Honchkrows and replace them with 2 Cyrus' Conspiracy, as it serves a similar purpose without having to use your attack and it allows you to get your supporters. Now, Giratina may seem enticing, but it's just way too much energy to set up, and I think it will just slow you down much more than it helps you, so we'll drop it. Also, I think one Uxie along with the Lv. X just in case early game will be a nice touch. The Lv. X can be used for draw power mid-late game, and can also be used to hit for a quick 60 when your opponent may not expect it. Final changes are as follows:

This, of course, is the hard part. The trainer mix in this deck not only determines your consistency, but will most likely make or break this deck in the long run. Luxury Ball, for obvious reasons, stays. Premier Ball is unnecessary, as the only Lv. X now is Uxie Lv. X, who is not necessary, and can be obtained with Bebe's Search. Dusk Ball can be risky, so we'll drop it to give us some more room to work with later. Although Great Ball is good, there' more important cards to focus on, so we'll reduce that to two for now. Poke Blowers will benefit this deck greatly, allowing for some late-game prizes as well as helping against Dialga G X, and since Warp Point serves a very similar purpose, we'll drop it. A lone Pokemon Rescue will not be enough to serve as your recycling engine, so we'll drop it as well in favor of Night Maintenance, which can recycle a whole Mightyena line if need be. Life Herb is great IF you get heads. Unfortunately, that's a huge if, and I would hate for you to lose a game on a coin flip, so we'll replace this with the more consistent Leftovers, as it helps greatly to reduce the effect of poison damage taking out your Mightyenas. TM TS-2 isn't a bad play, but I think you'll find that slot is better used elsewhere. Energy Gains help immensely with Toxicroak G and Honchkrow G, so they stay. Team Galactic's Mars only nets you two cards, whilst removing one from your opponent's hand. I think you will find you're better served by a Poke Drawer engine, so we'll drop these for now. Marley's is a great choice for this deck, and can work wonders if used correctly. Looker's Investigation, if used appropriately, can force massive disruption upon your opponent, or can provide you with a fresh hand at a moment's notice, so it stays. However, Team Galactic's Wager should probably be replaced with an extra Looker's Investigation, as I think it is a more effective card overall and doesn't leave anything up to chance. Roseanne's Research and Bebe's Search need to be increased to at least 3 each, if not 4. Cynthia's Feelings is fine, so we'll leave it as well. I'll handle stadiums separately since they're such a key part of this deck's strategy, so I'll sum up the changes so far:

First of all, Galactic HQ means you're stealing some of Mightyena's precious HP every time you evolve, so these should be dropped for Broken Time-Space, allowing for faster (possibly T1) Mightyenas and Claydols. Snowpoint Temple is giving the already hard-to-beat even more HP, so you're probably better off dropping it for a Moonlight Stadium. Also, I suggest adding a second Moonlight Stadium an dropping one Miasma Valley for either a third BTS or Moonlight. Miasma Valley hurts your Poochies, Baltoys, and Honchkrows, so it's really not the best choice, and might even be better used as a speed stadium. The complete stadium list is seen below:

You really don't need 13 energy in this deck. Decks that actually need energy don't even use this much sometimes (Gengar). Simply drop 5 psychic and add 1 basic dark so you can search it with Roseanne's Research in case you really need it. Energy ends up looking like this:
