I would use 2-2-2 Empoleon and 3 Darkrai, 1Lv. X with Claydol Try to get more Empoleon and some Omastar/Bronzong to replace Darkrai. You should use Phione as a starter and try to get some more Call energy

Most people use night maintenance because it lets you get knocked out pokemon back.

You have some great cards to start with. You will most likely want your Claydol, Phione/Pachy, Bebe's, Roseanne's, Felicity's, and Night Maintenance in almost any deck you build. Empoleon is a good suggestion. And if you wanted to add some more power to it you could try to get the Lv X which is actually available in a tin with packs and they would give you more cards for use or trade. When you create your deck list you can post it in the Deck Help and Strategy forum and people will make even more suggestions for improvements. Good luck!

Using the cards you have. You could most easily create an evolution deck:

Flareon MD x1
Vapereon MD x1
Jolteon MD x1
Espeon x2 MD
Umbreon x1 MD
Glaceon #5 x1 MD
Glaceon #20 x1 MD
Leafeon #7 x1 MD
Leafeon #24 x1 MD

This way you could take advantage of WEAKNESS in opponent's deck. I'd focus on attacking with the water types (Vaporeon & Glaceon). This way you'd know to have more water energy than any other.

I hope you have the "Call for Family" Eevee. You'll need 4 of those.

You could quickly pull out your stage 1 cards with Phione
Phione #12 MD x3

and recharge them with ...
Rotom x1 MD (I don't see that you have a Leafeon LvX that would do this for you.)

Claydol x2 GE <== perfect. Don't forget to count in 2 Baltoy

If you can find 4 rare candy cards to help you speed up and attack.

Trainer:
Bucks Training x1
Bebe's Search x3
Roseannes Research x3
Rare Candy x2
Night Maintenance x2
Mom's Kindness x2
Super Scoop Up x4
Felicity's Draw x3
Warp Point x1
Call Energy x1
Health Energy x1 <== take this out. Use Dawn's Stadium instead :)
Premier Ball x1 <== only if you have a LvX to retrieve.
Plus Power x1 <== take out and use this spot for a basic energy
Energy Pickup x1

If you ran with Grass/Water w/ Glaceon and Laefeon being your primary characters, then DAWN'S STADIUM would be GREAT for you. Get 2 of those and they will heal and rescue you from special conditions.

There you go. Fill in the remaining spots with Basic Energy and you have something to start you off :)

There are two primary means of winning the game. One is to win by getting all your prize cards first, the other is to kill the active pokemon with no bench pokemon to replace it. There is a third alternative, "decking" which you force your opponent to run out of cards. This is very difficult in this game. Do you play offensively, defensively balanced, or do you like to disrupt your opponents plans and pick off the weak pokemon? Most young kids like pure offense decks. Do lots of big damage for the 1 or 2 turn knock outs.

The tactics of the game is during play and basically reacting to what your opponent does, whether it is to kill your bench, prevent your powers from working, try to kill things before your bench is established, or just be the last pokemon standing. Here is where the weaknesses and resistance come into play and can really dominate the game. Fire pokemon really hate water decks. Those simple 20 damage attacks can easily become 50 damage attacks.....

The game is basically about probability. Getting the card(s) you need when you need them. You are limited to 4 of any card (except basic energy), the game encourages you to evolve in a progression to more powerful cards, and there are resources required to make your attacks to defeat your opponents pokemon. So a big part of this game is removing as much random chance as possible. This is where the trainers and certain powers come into play. They are all designed to help realize your strategy as quickly as possible. The cards that help you do that are the ones that are more "valuable" and often have those abilities. Remember, at the beginning of the game you have a 4 in 60 chance of drawing any single non energy card you need. When you compound it with other rules in that you also need at least 1 energy, so you can see how probability factors into the equation. Having a hand full of Stage 2 or Level X pokemons doesn't do you a bit of good if you do not have the correct basic version in play or in your hand. You can have all the right pokemon in play, but if your attack requires you to have 2 psychic energy cards on your pokemon to attack, and all you have is water energy in your hand or worse yet no energy at all to play, you are not going to win the game. That is why everyone says to start 20/20/20 because it seems to provide the right ratios from a probability standpoint. Once you have an understanding on how to manipulate the probabilities through power and trainer/support selection you can alter your numbers. That is while you can build decks with 1 or 2 of an evolution line it will not be reliable and ultimately frustrating to the player. That is why they say 3-3-3 or better yet 4-4-4. That way if one or two of your key cards get stuck in the 6 prize cards set aside at the begining of the game, your not screwed.

That being said given your cards I would likely go with a Darkrai deck. I would throw in the Houndoom, Claydol. Your going to want 20 or so supporters/trainers but without Stage 2s you will not need the Rare Candy's. If you run a level x you will want at least 1 premier ball.

I am a abig fan of Weavile with Darkrai decks.

Darkrai x4 ( 1 Lv X)
Baltoy/Claydol x 2
Houndor/Houndoom x2 (try to get more)
Ratita/Raticate (SW)x4 ...You said you had a bunch of uncommons, if not you could get these very easy.
Pachi x2

22 Pokes

Bucks Training x1
Bebe's Search x3
Roseannes Research x3
Night Maintenance x1
Mom's Kindness x2
Felicity's Draw x3
Warp Point x1
Premier Ball x1
Plus Power x1

Dusk Ball x2
Snowpoint Temples x2 (This will help Darkrai)...

20 Trainers/Supporters

Energy

10 Dark
6 Fire
2 Special Darks (if you have them)

The 2 claydol you have should be used in almost all of the decks you build.

You have some great cards that can be used as starters(Which are cards that let you get the cards you need). Pachirisu and

Phione are great examples of these. Call energy is another great example.

Empoleon is really a great card. Combo it with some other stage 1 pokemon in a 2-2 or 3-3 line, together with claydol and you should have a really neat deck for a beginner.

Roseanne's and Bebe's are some of the most comminly played trainer in the format. Felecity's is great for drawing cards. Night mainteanance is great for getting you pokemon back from the discard pile. And rare candy is great for getting your Stage 2 pokemon out fast. Cards like warp point, super scoop up and plus power can be used to fill in the empty spacs you have.

With those cards you will have a decent deck. By trading you will have a much better deck.
