Need help on a Zekrom/Eels Deck w/ Raikou EX

I'm trying out my Zekrom/Eels deck with Raikou EX and I need a little bit of help.

Dual Ball: 2
Level Ball: 2
Eviolite: 2
Junk Arm: 4
Switch: 2
PlusPower: 1

Energy: 12

:lightning: 8
:colorless::colorless: 4

Usual Zek/Eels strategy get Eels out by at least T2 or T3 and start charging up bench. Raikou is here to snipe any potential threat. Tornadus as an early attacker and to move energy around. Shaymin to Move energy around. Mewtwo for the counter. Skyarrow makes Raikou have no retreat cost and that allows for a quick change in strategy or an easy escape from losing 2 prizes. Still a little skeptical about ultra ball but it could be an easy way to get energy into the discard pile as well as bring out an eel to get the energy on the bench.

From what I see I would take this out and add these:

-2 Collectors +2 Dualball
-2 PONT and 2 N, +4 Sages Training. I like Sages to get electric energy in the discard even faster.
And I personally don't like using eviolite you could use Raikou to snipe terrakions so they can't revenge. Maybe add 2 random receivers instead of the eviolites since your playing only 11 draw supporters.

No collector but max dual ball. my supporter line is something like this:
4 PONT
4 juniper
3 sages training.
-2 level ball +2 ultra ball.

My brother is running a deck similar to this, and I was wondering how your energy count is working for you. My brother is running 9 lightning and 4 double colorless

Thanks everyone I'm trying all of your ideas one by one to see which is most consistent. And Blazi-King I find the energy count pretty consistent so I would recommend it like that.
