Need help with a deck idea

OK, so here is my new deck idea involving Empoleon.

I am basing this list off of one I saw on the Gym earlier today. I really like the combo, and I think, with alittle help, this could be one of the best decks in the format.
The strategy is pretty much bench hitting, and Jirachi is there since stage 2's and powers are gonna be big next season. Please help me think of a good starter.

I like it from what i see as for the Starter try Mantyke from DP free Call for Family for water poke

Should I play 3 Mantyke,and 1 Mantine, or just 4 Mantyke

Go with the 3-1 Mantine can be a nice bench sitter with his body giving all ur water pokemon free retreat

To strong of a card with Empoleon to only run 2
