Need this loud and clear!! Starting the Game

Ok Folks.
Situation is quite chaotic. I have 2 diffrent kinds of "official" ruling how to starting game.
So what i need now is someone who has 100% pure knowledge about this with website link.

When startign the game. Flip is before or after put basicks?
Need website link to make me sure or even info where i can find this ruling.

This change is detailed in the EX Legend Maker rulebook.

You flip a coin after both players have complete placing their Active & Benched Pokemon, as well as setting aside the 6 Prize cards.

In Ask the Masters this is always a certainty.
