Forgive me if someone has already said this but maybe they're holding back on the release of Groudon and Kyogre for obvious reasons of a potential remake of R/S/E.

As for the reason why some people think they might be delayed (if anything is delayed at all), it's mainly because Rayquaza is likely to get an EX in the future, so why not block them together.
Because Kyogre, Groudon, Rayquaza, Deoxys, and Jirachi are all Legendaries from R/S/E, yet each was released in the Call of Legends (Heartgold/Soulsilver by extension) set. These cards had nothing to do with HGSS, but were released anyway.
The Japanese do not have Full Art Reshiram-EX or Zekrom-EX. But the English set could get exclusive FA EXs.Reshiram EX and Zekrom EX do NOT have full art cards. The set says that it will have Reshiram EX and Zekrom EX as well as 6 Full art EX's, so that's a total of 8.
Kyogre/Groudon/Rayquaza were all catchable in HG/SS.
Jirachi was a distribution Pokémon for HG/SS (opened up a new Pokéwalker route)
Deoxys, while not directly tied, was available in a Special Mission in Pokémon Ranger: Guardian Signs, and could be transferred to HG/SS (or, granted, Diamond/Pearl/Platinum)
They wanted the legendary pokemon from every Generation except the first ( I think?)
Which is why the set is called "Call of Legends" and why they released

Palkia
Actually the set centered around Legendary Pokemon. Specifically the shiny cards Japan got for a special giveaway. BTW do you notice a common trend with the Legends selected...I'll give you a hint, the word is capitalized in this very sentence.
If you need me to spell it out all of the Pokemon were featured on the Legend cards in the HS series, and since there were so many legendaries in the set I think Call of Legends was quite fitting.
