Simple question: Ninja Boy reads "Choose 1 of your Basic Pokémon...". Does the word "choose" formally mean "announce to your opponent" here? If you choose one of your Basic Pokémon, do you have to stick to it after the search or can you change your mind?

A similar text can be seen in Rare Candy but it doesn't involve a deck search so the time of announcement and actual evolving are pretty much the same. Evosoda and Wally however don't require you to choose before you search, so you can basically look at all our options and then announce your choice after the search as you evolve, correct?
 
Yes. When a card says something, it means it.

Here are a couple of examples of Energy acceleration attacks that are written in the two different ways:
Xerneas's Geomancy requires a choice of Benched Pokemon before doing the deck search while Virizion EX's Emerald Slash does not require the choice before the deck search.

In the case of Ninja Boy, you declare your target and then do the search.
