I haven't played for a while, and, well, I don't have many legal cards, so I figured instead of trying to put a misfit deck together out of a Magnezone and Electivire, I'd try something fun, with the main attacker only a rare. So if you have any suggestions, it'd be nice if you could let me know of the best card to use, and perhaps a cheaper alternative, also what booster packs I should buy (I don't think I'll be buying many singles)

The deck focusses around getting Noctowl out, and then getting more cards than your opponent, because its fairly easy to get cards out of your hand.

With so many cards and so few copies of each your deck is really inconsistent. If you want to use Noctowl as your main poke (i dont know what it does) then you shoul try something like

3-3 or 4-4 HootHoot-Noctowl
2-2 Skitty-Delcatty
As for your other pokemon why put in Roeslia and roserade if you only like Budew, which in your deck might be useful but will just be fodder, drop them.
Pachirisu for energy???..... drop it.
If you like the Unown-Misdreavus combo try to make it more solid, like 2 of each.
Mawile is nice....even a nice starter, but with only one you`ll rarely get it T1.

Your trainers DEFINATELY need work....I wont give you a list, I fond it more helpful to help you help yourself, take these in consideration:
*SSU IMO are totally useless here...maybe to save a pokemon or something, but if this is the case why not run the new trainer Night Maintenance or a Farmer.
*If your not playing Stadium Scott is not fully optimized...get some more Draw Cards (TVs, Stevens...)
*Intead of a lot of Copycats, 2 Rowans and Birch try to work in TVs and Stevens...and then fit in 2-3 combination of Rowan/Copycat...Birch sucks.
*If you want an annoying deck...maximize to 4 ER2.
*You dont run Exs, why run Prof Elm? Ditch pokeballs and Masters and fit in something like Holon Mentor (for setup), Celios and/or Great Balls.

Energy....well if you drop some pokes and stick with noctowl and the psy ones you dont need 3 types of energy.

also, if you can get them, -4 Lightning Energy, +4 Boost Energy, -4 Psychic Energy, +3 grass energy, +1 Holon energy GL.
 
If your going to do this deck, do it properly lol. I play a similar deck at the moment. Here is my list:

Total: 26

Energy:
2 Basic metal
3 Heal Energy
4 Boost energy
3 Cyclone energy
2 Scramble energy
4 Metal energy (Special)

Total: 18

= 60 cards

The strategy is to start with mawhile/ hoothoot and use delcatty's energy draw, and the Ex's Constrain power to get the same hand size as your opponent.
Copycat helps achieve this too.
Once a couple of noctowls have fallen send in declatty ex and upstream for big damage. discarding energy is a big part of this deck and boost fits perfectly.
The mawhile start is great as it keeps hand size under control as well as getting out your basics. Use celio to get your evos out and use "call for family" with mawhile to evolve them pretty quickly.
Tv reporter aids the draw and allows you to discard the energy in order to "upstream" later.
The main lategame strategy is to have your deck consisting of all energy due to upstream, and use Tv reporter and pokedex as well as Energy draw in order to constrain with Delcatty EX and then use upstream for a realistic 80 - 100 damage a turn ( exluding pluspowers and strength charms).
