If my opponent only have 1 Pinsir:

Pinsir (Ex Legend Maker)
[Poké-Body] Shining Horn
As long as Pinsir is the only Pokémon you have in play, your opponent's Basic Pokémon
can't attack.

And I have only 1 non- evolved Omanyte (Stadium Strange Cave)
My Omanyte can attack?

Nope. It's being treated as a Basic.

Rule of thumb: Is there a Pokemon/Fossil card under the Pokemon in Play?

1. Yes: It's evolved.
2. No: It's Basic.
