If I have 1 active Omastar (Ex Legend Maker) and
1 benched kabuto and 1 benched Omastar (Ex Legend Maker)
My active Omastar attacks does 20+20 damage?

As long as you have Kabuto, Kabutops, or Kabutops ex in play, Omastar's attacks do 20
more damage to the Defending Pokémon (before applying Weakness and Resistance).

No, the Omastar on the bench cannot add an additional 20 to the active Omastar. When the Power references adding 20 to Omastar, it is talking about the Omastar that the Power is on, not some other Omastar in play. In other words, it is referencing itself. You only get to add 20 to the attacks.
