Should all cards in the discard pile be in a certain order, so that, say, one can tell that you played Poké Turn after SP Radar?

They don't need to be.
It certainly helps if there is a dispute as to game actions, or game state, but it is not uncommon for players to alter the order or shape of their discard pile.
What is required, though, is that you have one discard pile. If cards are to be "featured" (say, energy cards or Magikarp in a Gyarados deck), they can jut out, but must still be in contact with the rest of the pile.
