Your pokemon need to be at lv50 already. So if they're anywhere above that level forget about using them. HGSS have the level down feature and I suspect it works the same way as how the battle tower does.

With HG/SS not released yet, I don't think anyone can TBH. I would assume that only D/P/Pt will be allowed, so no one would be able to use the level down feature since its not widely available in the US yet.

^since most of the new legends that are now allowed in vgc, most of the legends will not be used in this tourny due to the high levels they are at when you caught or transfered them at. With the release of hg/ss- that auto level down will be so nice!
there are a few legend pokies that can be used, depending on what you consider the term "legends"- my point of view- like "mini" legends ( the birds, dogs, regies, ux-mes-az, lati twins, heatran, cressy) that are low level catchers that make for a nice spot on your teams.
I can only think of one poke in the "top" legend tier- but I will not reveal that one that is playable for this tourny...
