A recent ruling on Prof. Elm's Training Method made it clear that you cannot search a zero-card deck.

Can you play a card that draws from a zero-card deck, and then searches/organizes the drawn cards? Can

be used on a zero-card deck? Not exactly the same mechanism as PETM, but also essentially played for no effect.

You can't play a card when it is known it will have no effect.
If you have zero cards to search, does the game know that you have no cards to search?
Yes it does.
