I don't think any searcher can find a lv. X cause it's not a real pokemon, more like a key to gain the boost, it doesn't say basic or evolution on it anywhere!?

You need to read the D&P FAQs on the front page.
"Basic Pokemon and (or) Evolution Card" is now read as "Pokemon card"

it's official that you can celio's for a lv x. standard evolution rules apply concerning lv x in that you have to have the pokemon in play from a previous turn to level it up. so you can't candy to a lv x and that is probably for the best.
