Phoebe effect on weakness guard energy or coating energy

Does playing supporter Phoebe make a VMAX that would normally hit for weakness, but the opponent has weakness guard energy or coating energy on it's active. Would Phoebe reactivate weakness calculation for damage?

Similar question does Phoebe negate effects such as -20 from Stone energy? I know tool cards like metal goggles if attached to opponent's pokemon are negated, but wasn't sure on weakness calculation.
 
There is a ruling in the Compendium that effects that affect Weakness and Resistance are not included in the term "any effects on ... Pokemon"
Here it is:
 
Weakness Guard Energy and Coating {Metal} Energy place effects on the negate weakness. Those are not negated, per this meta-ruling:
Meta-Rulings » Meta-Rulings | Gameplay » Weakness and Resistance
The term "any effects" does not include effects that alter Weakness and Resistance.

Metal Goggles and Stone { Fighting } Energy put effects on the Pokemon that decrease damage; if that active Pokemon is attacked by a Pokemon VMax when Phoebe has been played, damage reduction effects are negated and weakness and resistance are calculated as normal.
