Plus Power

If you give a sandslash (sandstorm) a plus power and you use his sand swiril, does this do 30 damage to all opp. pokemon or 30 to the active and 20 to the benched?

PlusPower only adds to damage done to the Defending Pokemon.
Defending Pokemon is defined as your opponent's Active Pokemon.
Benched Pokemon are not Defending even if they are affected by an attack.
