Since Pokémon Lv.X still have access to Abilites etc., do Pokémon-BREAK work accordingly and keep all the text that's below the previous card's picture (Poké-Powers, printed-on Items etc.)?

What about if the previous card has an Ancient Trait (that would be covered up by the BREAK card)?
 
The best thing to do is to first look at the card and see what it says.
So, here is Raichu BREAK:

So, reading the "BREAK Evolution Rule", it says that the BREAK Pokemon retains "the attacks, Abilities, Weakness, Resistance, and Retreat Cost" of its previous Evolution.

There is no clause including any additional features or statistics, so Ancient Traits or the other things you mention would not be carried over.

BREAK is not LV. X and it's not a good idea to use one as a model for the other. They have as many differences as they have similarities, maybe more.
