I have included a link to the Japanese Pokemon card, Player's Ceremony. On ebay, its prices range from $429 to $999 US. One of the sellers says there are only 400 copies available. It's pretty expensive for a promo card. I have a few questions about it.

(1) Do you think the card is rare?
(2) Do you think it's overpriced?
(3) Does it have any potential for growth?
(4) If an English version of the card were released, would it devalue the Japanese version?
 
Yes it's a rare card - rare as it was only awarded to Japanese players who achieved a certain milestone.
Personally yes, but i would imagine Collectors of Japanese cards are determining the value (thus the price variance on eBay)
I doubt there's much potential. The potential would be with any new Collector of Japanese cards (or a current one that hasn't gotten it yet)
Not to that new Collector but to others yes. Since it is not a Pokemon card (Birthday Pikachu, Umbreon star, Espeon star) but instead a Trainer, a world wide release could devalue it.
