The new rule concerning effects of Weakness and Resistance states that "the term 'any effects' will no longer include effects that alter Weakness and Resistance." I assume that this is because effects on mechanics become part of the mechanic, just like changing the amount of damage counters on the Poison Special Condition?
So if PRC Gardevoir-EX uses Shining Wind to remove its Weakness for a turn, can Pokemon Ranger reverse that effect? Pokemon Ranger uses "all effects" in its phrasing, but I assume that the new ruling still applies and Gardevoir-EX's Weakness stays removed for a turn.
