How did they structure the LCQ exactly?

I'm just wondering what method they used to cut 450 to 16 5-0?

The first round is used to cut the player pool down to 256 people. From there half of the players are knocked out each round: 256-128-64-32-16-8

This means that there are a number of byes given out in the first round, more precisely 62 byes. (given 450 players)

LCQ while I still perfered it back when it was swiss, was still fun. I did have to play 3 players from my home state and played one from Colorado and one from Mexico City (no Candians however.)
I was very pleased that my deck worked so extreamly well and took out the 3 Plasma decks that it was designed to eliminate (but I would have lost on time in R1 except for an critical misplay by my opponent) and I got by a Blastoise Keldeo that I had considered to be an autoloss before finally falling to a Darkria Absol deck in T32 the 5th round. My wife fell in R2. My daughter got a bye and fell in R2. Players from my league in Jrs fell R2 and Masters one fell R1, 2 more in R2 and one in R3.
