What happens if a persons PoP ID goes missing can said person still participate in tournaments sanctioned by the PoP?

They can do one of two things:
If they find out early enough, they may be able to find out their POP ID by contacting POP.

However, if they don't realize it until the date of the event, all they have to do is get a new POP ID.
all Tournament Organizers keep POP ID forms handy.

After the event, you can contact POP and ask them to merge the IDs into one account.
