Can one use download without having a supporter in hand, as to bait out spray? If not, then is it necessary to reveal a supporter after a spray as to show that download could be used? Thanks in advance.
You can use any PokePower even if you don't have the card to make use of it's effect.
If they don't Power Spray you, it still counts as having been used and you can't use that same Power later in your turn.
