Power connect

I apologize for brining this up, but I just had a debate with someone who said the ruling on Deoxys EX ability Power Connect was: "It works on other Deoxys EX, just not to itself when it's active."
So if I have a Deoxys EX active (plasma and psychic attached), and 2 Deoxys EX on the bench, my attack will do +20 for the 2 benched Deoxys EX?

Is this a recent rule change? Or is he completely wrong.
