Can I use Regi move to discard 2 cards even if their active pokemon is not a basic?

Registeel has a similar power to heal it's self. Can it be used if it has no damage on it?
**I believe the Regigigas ruling answered this: where regigigas can KO it's self even if none of the other effects will work.
**Therefore it would seem to stand that 2 cards could be discarded even if the other effects will not work.
