Prerelease Attendance Vs. Participcation

Could one, theoretically, have somebody bring their POP ID and sign up for them, and have the player with that POP ID never arrive and be counted all Game Losses?

I would think that the no show player would be dropped by the TO.

The PTO that I work with on Prereleases does not allow people to sign up other players, unless it is parents signing up their kids.

A TO that did this would be in violation of their agreement with POP.
