preventing effects of an attack

when an pokemon has an attack which says "prevent effects of attack including damage" (I'm sorry, I can't think of the pokemon right now) does it basically negate the opponent's next attack?

ie, does it prevent something like collect? where the effect is draw a card?

Depends on the type of attack you're referring to.

Attacks like Agility only stop effects (including damage) done to the Agility'd Pokemon.
Attacks like Smokescreen stop the attack.

Collect would NOT be stopped by Agility-like attacks.
Collect WOULD BE stopped by Smokescreen-like attacks.

Note that Agility-like attacks talk about preventing effects or damage of the attack while Smokescreen-like attacks talk about preventing the attack from happening.
