Question about Buffer

I'm just making sure about this... Buffer only works against attacks right? So it doesn't work on effects such as: Burn, Poison, Confuzed, etc. Am I right about this or not? (sometimes, it can be verry confusing on how a card works.)

* The Poké-BODY "Buffer" found on Hoppip, Skiploom, and Jumpluff should read, "If Hoppip/Skiploom/Jumpluff would be Knocked Out by damage from an opponent's attack, flip a coin...".
