question about infernape 4 and luxray gl lvx

does infernape 4 split bomb require at least 2 pokemons on the opponent's side of the field?

and does luxray gl lvx's flash impact need a pokemon on my field to give the 30 damage or can i attack with flash impact without the need of a pokemon to receive the 30 damage?

No, you do as much as you can.
If there is only one Pokemon in play, you do 20.
Note, though, that is says choose two of your opponent's Pokemon. It doesn't say that both of them have to be on the bench.

If you have no benched Pokemon, you would do 30 damage to Luxray LvX.
It is one of your Pokemon. Again, no mention of bench in the text. Be careful to read what the cards actually say and not what you're "thinking" they are saying.
