I know a lot about the rules by now, but there is one question that's bugging me, and I can't think of the answer. 
If a move is used on a pokemon LV.X like Gengar SF's Shadow room, and it does not have a Poke Power, but its non LV.X pokemon does, then are the extra 3 damage counters placed?
