The rule, in order to evolve or use Rare Candy, is that a Pokemon must have been in play since the beginning of the current turn.

Lots and lots of people express that as "since last turn", but that's not exactly right. There are occasions when "since the beginning of the turn" is not the same thing as "at least one turn". "

But this still confuses me. When is a pokemon in play since the beginning of the turn?
Would that count as a pokemon being placed down at the start of the match?

and does revive affect it in anyway?

Also, does the new rare candy ruling mean that a pokemon placed on the bench from your hand is the only situation where that pokemon used with rare candy?

It's your turn. You haven't drawn your card to start your turn you. You look down. A Pokemon is in play. That pokemon has been in play since the beginning of this turn.

There are specific rules for each player's first turn. Neither player can evolve normally on their first turn.

It makes no difference how a Pokemon got into play. Has it been there since before you drew your card for the turn? Yes or no.

No. To repeat, it makes no difference how a Pokemon got into play. Has it been there since before you drew your card for the turn? Yes or no.
