Rare Candy Question

So my friend and I have had this debate many times and I am wondering what is correct. The situation is I draw a basic pokemon and lay it down. In my had I also have the stage 2 of the basic and a rare candy. Can I play the rare candy and evolve my basic to its stage two this turn or do I have to wait until the next turn? My friend says I cannot because it is just like evolving on the first turn of the game. True or not.

You used to be able to do that.
When B&W was released, they also changed the way Rare Candy works, so now the Basic needs to have been in play since the beginning of the turn before you can use Rare Candy on it.
