Rare candy under Black&White rules

If you played a basic on the previous turn and evolve to a stage 1. Can you then play a rare candy on the stage 1 in order to evolve it into a stage 2 on the same turn?

But I'll point out that you can't do that now.
Rare Candy says to use it on a Basic.
