The ruling on Rare Candy says that it can work with Fossil Aerodactyl's power in play, but doesn't Aerodactyl's power say neither player may play evolution cards from his/her hand; so wouldn't rare candy not work, like breeder because it is attaching a card from your hand?

Aerodactyl's "Prehistoric Power" refers to the normal during-your-turn evolution step. Rare Candy circumvents that step.

Pokemon Breeder would also circumvent it too, but unfortunately it states on the card that "you can only play [Breeder] when you would be allowed to evolve that Pokemon anyway". Aerodactyl does not allow you to evolve it normally, so Breeder gets blocked.
