Raticate + Deoxys EX

If I have a Deoxys EX on the bench and a Raticate (BCR 105) with a Plasma Badge as my active, does his Super Fang attack 1 hit KO?

So basically, Raticate vs a Darkrai EX -> Take darkrai down to 10 HP (basically 170 damage) and then do an additional 10 damage from Deoxys' ability (plasma badge makes Raticate a Team Plasma pokemon), or does the +10 from Deoxys not count since the attack technically does no damage (sort of like a plus power on a junk-hunting sableye)?

Raticate doesn't do any damage at all, so you can't add to it.
It places damage counters. Not the same thing.
Looks the same in the end, but they are different processes and somethings that adds or reduces "damage" has no effect on something that places "damage counters".
