I like this list a lot, but I am concerned that I do not have enough Pokemon in here. I would like to add at least two Raikou, but I am not sure what to cut.

STRATEGY: Basic Eels procedure. Use the opening turns to set up Eels and to get energy into the discard. Rayquaza is the primary form of offense, so Dynamotor energy onto him. If a Rayquaza is about to die, Energy Switch the fire energy onto a benched one, and Max Potion the active. Dynamotor the electric energy onto the Rayquaza with the fire, then free retreat with Skyarrow. Zekrom is for Sigilyph.

I suppose if worst came to worst, I could do the juniper, but the ultra ball and energy search is too essential for my strategy. Cutting an ultra will hurt my consistency and energy search is nice for grabbing a fire for Ray. Now you see my problem: every card in here is needed for a certain role.
 
I can agree with the evilite. Tool Scrapper is way too popular now. For now, I will cut them for a raikou and an emogla. Never really seen much of a point in running two super rod. List is updated.

These cards are fodder in the current format. Keldeo/Blastoise weakness is grass not eletrick so these are not valuable techs in your deck.
+2 Emolga-> You want to set up as fast as possible. Running 3 emolga would help you get all of your tynamos out so you can focus on using your level and ultra balls on elektrick.
+1 Shiny Ray-> used for mirror match and Siglyph.

Now for your Trainers and such.
-1 Skyla -> 2 Skyla are enough in any deck. 3 is overkill.
-1 Bianca-> need room and she is not a great supporter
-2 Max Potion -> Max potion in a Rayeels deck? why would you use it on your Ray ex then loose the precious fire energy?
-2 energy switch-> when have you ever pulled off a succesful E switch into a knockout switching just that fire?
-1 Energy Search-> energy retrieval is a better play
+1energy retrieval -> is a much better play than E search due to the fact that mid game you will be loosing your fire energy. So this is the perfect way to get them back into your hand promptly.
+1 Switch

+1 Fire energy
+2 Colres-> I believe that she was made for Rayeels since our bench is always packed

Hopefully i did the math correctly but this would be a much better rayeels deck.

My notable techs would be addding MEwtwo EX somehow. Maybe dropping toolscrapper.
 
The max potion is to be used with energy switch. I switch the fire energy onto a benched ray and then max potion the lead one. It helps to get energy into the discard to fuel my dynamotor. Understand that my decks are not ultra offensive, I like to focus more on survivability.

The problem i see in this deck is a lot of dead draws and lack of speed. Energy switch doesnt have much synergy in this deck since most of the time your using your eels to to recharge your rayquazas and then eventually you want to go on the offensive and tear your opponent down so why even care of one dies? you would rather a rayquaza die than an eel anyway.

stalling isnt good in rayeel since your giving your opponent more time to catcher out your eels and eventually leave you with a bunch of uncharged rayquazas that will get off 1 attack if your lucky. id cut the max potion as well since again your trying to win with a deck that doesnt have much time to win. against anyone good they are going to knock off your tynamos asap and once they start dying off your stuck with no way to win.

id go with sperzos changes. you need 3 emolga, its the only way to put pressure on your opponent. the faster you get your eels going the faster you can win. your opponent will get overwhelmed by your eels and even with their catchers they wont be able to stop your rayquaza loops destroying everything they have. personally id keep zekrom over shiny rayquaza since you dont need fire energies on it and it can handle a lot of different things. raikou is up to you, i kinda think its not bad since it doesnt need fire but it can be somewhat useless if you dont have a good eel set up. colress is solid when your playing emolgas since you always have a bench too.

I like this list alot. Test it out and see how much faster it is in comparison to your old deck.

I am going to test zekrom out instead of Shiny Rayquaza. Not too keen on this switch because Shiny Ray is faster to hit with, but Zek can be loaded up with eels then used to destroy Siglyph and such.

Consider adding another catcher by dropping either a Colress or Bianca. 11 Draw Supporters is enough imo.
 
I don't understand why 3 Eels. With Landorus, Darkrai and Laser your eels will die quickly and 1 prized eel will screw up this deck. And 1 Super Rod is especially low for this count.
I don't think Mewtwo EX will be needed when Ray EX is an answer to big Mewtwo EX anyway and you don't run DCE but it's still an easy out when you have like only one Eel in play.
I like at least 3 Level Ball in here, because you can't live without your Eels. 4 is ideal.
Without Keldeo EX 4 Switch is a must.

Other than that the list is fine. Emolga is good but can clog your bench when your opponent doesn't kill it.
 
This the route that I have chosen for the deck. Its mainly focused for my near autoloss of Garbador. Rayeels CAN nearly beat everything in the format when played correctly and having a fairly consistent game. My list is also VERY basic, the use of energy switch is very important in this deck. Attaching to an Emolga is awesome until that energy is stuck on him. This deck cannot waste energy drops, its very crucial for this deck. I also elected to play a Double Colorless to help with energy accel for Mewtwo, just in case Garbador is eating me alive.
